What is a Lottery?

The first public lotteries offering prize money for the purchase of chances appear in records from the 15th century, in cities such as Ghent, Utrecht, and Bruges, to raise funds for building town fortifications and helping the poor. Lotteries are also common in the sports world, such as the National Basketball Association draft lottery that gives teams the first opportunity to pick a top college prospect in the first round.
